The South Asian countries have a legacy of having a hierarchical culture where being subservient to position is the ultimate dream of the majority of its inhabitants. Having seen the British rule tower over them, most countries in the region have found the civil service rule installed by the British and the legacy of bureaucratic government procedures extremely difficult to dismantle
